The free audio converter I use is Switch from
http://www.nch.com.au/switch/index.html. It comes with a trial period
after which some of the features are disabled. The sound conversions I do,
such as WMV to MP3 for example, still work in the free version even after
the trial period. I'm not sure what conversion you're looking for, but you
could check out the web site and the help pages to find out what file
conversions are supported.
The only free sound editor I know is Audacity from
http://audacity.sourceforge.net/download/. I don't use it myself, so I
can't say any more about it, other than it's come up on blind related
links, so I'm assuming it's at least somewhat accessible.
