They're two different animals.  They do the same thing, but the
interface and methodology is totally different between the two
programs.  Winamp's plug-in uses the Gracenote database, looking up
songs by soundprint, whereas MP3Tag uses amazon.com.  Winamp's plug-in
won't do AFS2-format tags, MP3Tag does.  etc., etc.
