Yes it works, I can lower the volume in winamp using the up
and down keys.

Use the up and down arrow to control Winamp's volume.
However, you must have 
Winamp's output set to direct sound. If it's set to wave
out, it will 
probably lower your screen reader's volume along with the
music. Go to 
Winamp preferences with control+P. Go to output, and make
sure it's on 
direct sound. This will let you lower the music volume
without affecting 
screen reader volume. At least it does with Jaws.
