Hi, Five Live Extra is not geoblocked beyond the UK borders. I even have the AAC 128kb/s stream for that one since there are regularly accessible just the weak WMA with about 32kb/s over the website outside the UK which isn't too much...
Simply install Tapin-radio http://www.tapinradio.com/downloads/tapinradio_setup.exe and type bbc into the search field in main window. The search field is also accessible through a shortcut "e" just like edit fields in browsers. You can arrow down to 5Live Extra in the search list then.
