I don't know what it's using. I only know that when I ripped three or four CDs with it, they weren't as well tagged up as they were when Winamp ripped them. Now that may be because CDex doesn't use Gracenote, or if it does, then it just doesn't implement the information it gets from Gracenote as skillfully as Winamp does. Whichever the case, it just isn't as good at naming and tagging files as Winamp was.

CDs I tried it with as Winamp was. But if I can't use Winamp to rip CDs
until the end of the year at the earliest, (not if I don't want to have to
name and tag all the tracks by hand that is), then what do people suggest?

Maybe there's some hope, but not for a while. As a correction to my last
post, I've been checking the Winamp developer's forum. AOL was going to shut
Winamp down last year but at the last minute Radionomy offered to buy it.
They are working on a new release but it won't be ready until at least the
end of the year. In the meantime Gracenote (who provide the tagging service)
have terminated it without notice as the licence has expired. The new owners
will not be using Gracenote. So no tagging until the end of the year at the
earliest.

As you can imagine there are a lot of unhappy Winamp users out there.
