Most probably you do not have the appropriate support entitlement for these
patches. Unlike Solaris patches, all fo them are for unbundled software and the
entitlement "Software" is required to access these patches.
See this document on how to find out which entitlements you need to download a
patch and which entitlements your support contract provides:

Unfortunately there is no hands-off method to collect this information,
otherwise PCA could match the entitlements and warn you.
