As of today's patchdiag.xref file, it *is* marked RECOMMENDED. I think Don explained the procedure here once. AFAIR, adding a patch to the Recommended Patch Cluster does not necessarily happen at the same time as publishing the patch. So seeing some lags here is normal. If you follow the changes in the xref files closely, you'll see that patches often get marked RECOMMENDED a few days after they were first published.
