I can't get patches for a few days, it was OK on 08 October
Unfortunately I do not have an MOS account anymore, so I can't test the download myself. Maybe someone else on the list could try to download 118666-75 with PCA to verify that it's a local problem on your side.
I've replace secure-protocol=TLSv1 by secure-protocol=SSLv2 (on line 795)ZZa few month ago as our network's guy block TLSv1 (don't ask me why ?)
ISTR that TLSv1 was required as downloads didn't work. I can't say whether this is still a hard requirement (doesn't seem so, if it worked for with SSLv2 in the last months).

Seems as if the download gets pretty far, especially beyond the Oracle authentication process, and wget gets redirected to Akamai as it should. Seems as if the patch zip file cannot be found on Akamai's server then.
About the only advice I can give is to wait some more time and retry daily. Often it's just an intermediate problem.
