Once again Oracle has changed its patch download infrastructure causing PCA to fail when trying to download patches. If you see download errors please try to use PCA with --wgetopt="--no-check-certificate".
Unfortunately I can not take a closer look at that right now for personal reasons, so do not expect an updated version of PCA in the next days. Best, Martin.
