Hi all, 

A new version of the PCE-based inter-layer framework draft has been
published below.

Main changes are: 
- We modified sections 5 and 6 to clarify the communications between PCE
and VNTM. 
- I added section 6.5 (Separation of Layer Management).
- Other changes are to move the text around for clarity.

Any comments and suggestions are highly appreciated.
