The point here is as follows:

1. Actually, static configuration is fine. But, PCCs/PCEs are required
to discover a set of PCEs automatically from service provider perspective.

2. PCEs are discovered by BGP. In this case, BGP defines a new PCE
Discovery Attribute and does not require PCE capability.

Could you tell me comments and feedback?
