I _think_ that was because I was using the wrong "FLASHROM.ROM" file. I have since located other versions of this particular file, but haven't been able to get access to a PC with which to try it again. I got my Sapphire Radeon 7000 32mb DDR PCI card from newegg.com -- $44 includes shipping.
