Are you saying that no monitors will have multiple resolutions on that
9600, with either video card and the monitors do offer multiple resolutions
with either video card on other Macs?

    I just did an experiment: I removed the video card extensions from my
extensions folder and restarted. All I have now is a 640x480 resolution on
my monitor.  Put the extensions back into the extensions folder, restart and
all resolutions available again.

Things to check:
    A video extension missing/corrupt or the profiles missing/corrupt from
the preference folder.  Do you have the correct video card drivers?
(extensions) I've used IX Micro (The "Twin Turbo" OEM card Apple bundled
with the US 9600) and ATI cards and all have a complete set that they
require to work correctly. Was the video card you used as a replacement the
same type as the one you replaced?

    The "Clean Install" would not include the video card extensions unless
they are possibly part of the 9600's OEM installation disk. You should have
another disk (from IMS, later called IX Micro) for the Twin Turbo card. This
is assuming that Apple used the same video card in European models as in the
US models.
