What version of HDTK did you use? What OS are you running?

fire up for a while and then
start to spin down and start up repeatedly.

Drive's motor or clutch may be dying. And/or... Make sure the drive is set to always spin up. And make sure the drive isn't being told to spin down in the Energy Saver control panel.

I have it
on the SCSI 1 as an external drive and have tried
seting the IDs from 0 to 4, but I think I don't have
the jumpers set right. I have two other HDs on the
internal scsi bus(7300/180) set to ID 0 and 1, cdrom
set to 3.

Your 7300 has two totally separate SCSI busses. IDs on the internal bus have nothing to do with the IDs on the external.

How do I know if the termination is
correct?

Terminate the last drive on the chain.

If it's not correct, you'll know when your Mac mysteriously hangs or crashes (most often in the Finder).

By the way, as long as I'm here, I want to get rid of
my PC, and I have no idea what a fair price would be
for it.

Search the completed auctions on eBay for a ballpark. Given the processor speed, you're probably better of selling it for parts.
