Actually, all Mac system before 7.0 are free to Mac users. In the old days, you can bring in some disks to an Apple dealer and they will copy the latest OS for you. Once they started selling the OS, all that have changed. However, as someone on the list mentioned. Currently, you can download up to system 7.5 from the Apple web site
Up to OS 7.5 but not 7.1 last I heard. This has always been a for pay version. It has to do with the licensing arrangement for some added software.
