Well, I am not sure of the rest of what you are doing but surely you cut the
wire to the bit you want "switchable" after it goes to the bit (the fan) you
want "on". If this is geometrically difficult because the fan is after the
drive, you need to loop the yellow on to the fan... If you are not sure
about all this, maybe best not to do this and let the drive be on, they last
for ages...

As for drilling holes, the case is not so hard, putting aside a blast from
an oxy-torch (quick and rough but something that would have to tempt a
feller...) either a hole saw (probably expensive) or just any old small
drill bit (the newer and sharper the better of course) and you drill many
holes on a marked circle till you can yank the bit out, there are rubber
grommets for holes that will cover the rough bits, or you can file them or
put in what you will and fill with silicon or whatever.
