Those CDs install specific codes on particular Macs they are sold with. Only the retail version of 9.1 will install on older Macs.

There is at least one iMac (grey colored) OS 9.1 install CD that will work on older Macs.
It works on anything down to a 6200 that I've tried it on so far. And it comes with iTunes and Appleworks which is kinda nice.

Yes, except the OS that would be installed would be for the computer you fooled the installer into thinking it was installing for and would be unstable at best and unusable at worst. Also Other World Computing <http://eshop.macsales.com/Catalog_Item.cfm?ID=5913&Item=APLOS91CD> has the grey CDs for $40.
