The certificates are encryption/decryption keys used by your browser
to provide secure (SSL) connections to various web sites.
Two possibilities, I think:
1. Your IE installation is corrupt. Try reinstalling.
2. IE 5.1.7 is from mid-2003. In early 2004, a new certificate
handling system went into widespread use. Since IE 5 doesn't support
that system, you may just need to use a different browser for that
site.
