When in doubt RE-INSTALL! 

I got several suggestions and to each of them the
answer was: "that is what my settings reflect." So out
of frustration, since this problem was a new trick
which my machine suddenly developed, I downloaded the
latest version and re-installed the software. 

Everything seems to be happy again. I no longer get
the immediate: "connection refused" error message.
Thanks to everyone who sent ideas and suggestions.
