the 8600 is standing up is it not - how is the powersupp makin contact with the motherboard,

 It could be your power supply.  If you have a voltmeter check that it
 is putting out good 5V and 3.3V supply.  The fans and hard drives
 will spin up on 12V, but without 5V and 3.3V the CPU and motherboard
 won't start up.
