With a fresh PRAM battery, all peripherals except keyboard and monitor disconnected, and the HD's disconnected... Do you get a bong? Do you get any video stutter?

Try resetting the PMU.

Try pulling the DIMMs. Then you should get a broken glass sound or some other chord.

Could it be that the power supply has gone bad?

Possibly, since the failure is apparently pre- self-test (that which produces the bong when successful).

Or is there possibly a problem with the RAM?

Doubtful. The machine would fail the RAM controller check and make noise at you.
