There may have been FTP setup inside of the OS 9 Web Sharing Control Panel.  
Maybe it was to set Web Sharing according to the FielSharing 
preferences...allowing file transfer via HTTP...

Well, I think the easiest way would be to have an OS X box...since Classic 
would also be available on that machine, too.  In 10.1, you need to download 
and install an open source Samba, which I had running for a while here at work. 
 In 10.2 and above, it is built-in and simply needs you to go to the Sharing 
preference in System Preferences.
