Yes, the 6400 will take a full sized PCI card.

Does the Performa 6400 take full-size video cards? I can't
remember. I used to have a Performa 6360 which would *only*
hold the smaller (half-size or something) video cards...
but of course that's an entirely different case-design and
everything, so that may not be relevant... but as I vaguely
recall there were several other Mac models which also did
not take full-size cards. Anyone know more about that?

I have a performa 6400 that I would like to upgrade
the PCI video card in. I upgraded the video card about
5 years ago with an ATI Mach... something. But when
scrolling on web pages and all that it seems to drag
really bad. Any suggestions as to what card I should
pick up? If I update to 9.1 what would be the best
card I could put in there? I found several that had 32
and 64mb of memory on eBay, would that fix the
sluggish internet scrolling?

The memory, per se, will not help the scrolling.
However, that amount of memory is only put in faster
cards than your current ATI, so any of those will be
faster and speed up scrolling, as long as it is the
redraw that is the problem and not your connection
speed.

As long as you are not going to go to OS X, my vote
goes to the Voodoo line of cards. The Voodoo 3 3000
was significantly faster than a Radeon 7000 in 9 in a
stock beige G3, but there are no OS X drivers for the
Voodoos.

The ultimate OS 9 card, IMNSHO, is the Voodoo 5 5500.
There are no Voodoo cards on ebay right now, but a WTB
post on the swap list should get you one at a decent
price.
