I have been checking the upper/lower casing code throughout PCRE2 as a result, and there is certainly some inconsistency that needs to be sorted out. (This probably dates back to PCRE1, where building with UTF and UCP support were independent and 16-bit and 32-bit were added after 8-bit UTF.)
