Use the simple way and let SFC find them for you.  As long as you have a
FULL windows CD and not a restore, using the lower part of SFC and
putting the file name in that you need, then directing it to d:\Win98
folder on the cd should find them (where d: is the letter of your cd
drive). If you only REALLY have the restore cd, then the files (cabs)
will be on your hard drive and you can point SFC to that.  Usually, if
the files are on the hard drive, they would be in
C:\Windows\Options\Cabs .
