Run the IE repair tool as this dll is a part of newer windows components, 
SFC should also restore it. Which version of windows are you running? If 
they don't recover it then you can download it here 
http://www.dll-files.com/cgi-bin/cgiwrap/dll-files/topdown/download.pl?file=xmlparse.zip==
 
and place it in your c:\windows\system32 folder.
