What you are looking for is a list of "open" or "free news" servers.

Usually, an ISP (Internet Service Provider) has its own news (NNTP -
Network News Transport Protocol) server which serves its own members
(i.e., users that have valid accounts at the ISP). Generally speaking,
other users are not allowed to access these news servers. Most of the
news servers are like this.

There are many lists of news servers which are supposed to be "free".
Most of those lists are generated automatically, and in many cases, they
list news servers which by mistake of their system administrators
provided access to everyone. Shortly after these news-servers are listed
as free, the traffic to them dramatically increases and the
administrators notice it and find the time to fix the problem
(i.e., deny access for people who are not authorized).

So you might receive a list of "free NNTP or news-servers", and find
that most of them are not free or don't work. It's to be expected.

I have spent some time going through the lists of supposedly free news
servers, and have never found a single one with any significant number
of newsgroups open to the public. The vast majority are closed by the
time you attempt to access them, and the occasional one you'll find open
will have a very limited area of interest with a very limited number of
news groups, such as the newsgroups for a particular city or country.

Anyone not having Usenet access would be better off either paying a
commercial news provider (like http://www.newsguy.com/) for access, or
assuming you have Web access, simply using Google Groups
<http://http://groups.google.com/>

However, if you are bound and determined, then here are some sites:
