Hello again,: I have this situation with someone who just installed ICQ.
When requesting chat TO that person, one gets this message, "connection could not be established" When sending a file TO that person, one gets this message, "can't establish connection" However, this person can both request a chat and send a file (both successfully) to me or any another person.
