Well, how much RAM do you have in this computer?  More than 24mb?  If so then memory 
is not your problem unless you have a bad
module...
You don't reformat from Windows...  You need a boot disk to do that, do you have one?  
If you do you should be able to get to C:
prompt and look for the password file from there...

If you have a boot disk you should be able to reformat and start from scratch...

Do you know how to maneuver around in DOS?  I'm very comfortable doing that but most 
people aren't...
To get to the password file and delete it type this (if windows is in c:\windows):
cd windows
del username.pwl
My computer is named bubblybabs so my password file is named bubblybabs.pwl
If the file isn't there you'll be told it wasn't found.  In that case you may have 
forgotten your computers name.
Type dir
You will then be confronted w/ a long list of files.  Now look for a file that ends in 
.pwl then delete it using the del command

If you have the original Win98FE disk you should be able to reinstall Windows as well, 
shouldn't you?  I've reinstalled Windows over
itself before but never tried going from one version to another so I don't know if you 
can.

If you don't have a boot disk you should be able to find someone who can make one for 
you...  If not I could make you one and send
it to you...

Hope that helped and I hope you don't take the email wrong, I don't know how much you 
know about DOS....
