In XP (I don't know about 2000), right click on the start menu and go to the properties.
Under the start menu tab in properties, select "Start Menu" and click on "Customize". Under the "Advanced" tab scroll down through the "Start Menu Items", find the square box labeled "Scroll Programs", and put a check in that box. After that, click "OK", then "Apply", then "OK" again. If you do this, the next time you go to the programs section of the start menu, all of your programs will be listed vertically and you can scroll down through them to see them all. This will also work in the "Classic" mode by going to the "Customize" settings and scrolling down through the "Advance Start Menu Options" and checking the "Scroll Programs" box.
