There's a lot of info here. Let's do the simple stuff.
I think these problems are all software related, and probably have to do
with the install of ME. This is a new install, is it not?

What actually happens when you try to run Scadisk or defrag? Is there any
error message? You don't need to run either of these programs.
IDE Cables are cheap. Replace it before doing anything else. Be sure you get
the appropriate type: 80 or 40 wires.
What is the actual reported size of the 120GB HD?
Most computers will go to Safe Mode if You repeatedly tap the F8 Key as the
computer is booting. This info is available in your manual or on the Gateway
site.
What system resources are reported just after boot? (Right-click My
Computer/Performance).
How much RAM does the Computer have? What's actually reported?
Are there any Yellow marks in Device Manager?

      I just bought a Western Digital 120 gig hard drive last week to
replace the 40 gig Seagate, that Gateway send me to replasce the 20 gig that
came
with the puter.  I just installed the 120 gig last night and almost all of
the
programs I needed to install.  Once I finished installing all the software
(so
far, it's only taking up about 2 gig of space on the new HD), I decided to
run
ScanDisc just to see if there were going to be any problem and then defrag
just to get everything "compressed".  I can run both of these on the D
drive,
but neither will run on the new C drive.  They also wouldn't run on the old
40
gig C drive the last few days before I replaced it.  My guess would be that
there's either something wrong with either the IDE cable or the motherboard.
       After I installed "Magix Audio Cleaning Lab" I went to use it and it
wasn't there anywhere.  The folders for it were in one of the windows on the
C
drive, but the icon I told it to install on the screen wasn't there and it
also wasn't listed in the programs pop-up menu.
       A few minutes ago, I tried to sign online and it told me it couldn't
do that because I was short of either memory (in which case, I had to close
other open programs or windows) or I didn't have anough space on the hard
drive.
In the first place I had no other programs or windows open at that time and
in the second place, I now have 248 gig between the two hard drives.
According
to the system info I'm only using about 56% of the memory, or something like
that.
       I'm still running Windows ME and I'm nowback down to AOL 8.0 Plus.
       Does anyone have any ideas on what's keeping me from running ScanDisk
and Defrag?  I also STILL can't get into Safe Mode.  There's supposed to be
a
line at the bottom of the Gateway start-up screen that tells me how to get
into Safe Mode, but it's not been there in at least a year.
       And thrice tonight (the third time just seconds ago), I've heard
something inside the brain of the puter switch off and something that stops
spinning.
