The folder is a collection of shortcuts to various utilities and, most likely, would have to be manually rebuilt. Do you have access to another computer (maybe a friends computer) that is also running WinXP? If so you could use it for guidance.
On the other hand, if you have an appropriate 'restore point' you could try going back to it...
