Harold, your second suggestion worked like a charm.  It never occurred
to me to go in there to make folders and organize things.  It's just as
easy as my old method.

Your first suggestion doesn't work because when I R-click on the Start
button, Open and Explore are both grayed-out.

I'd still love to know what are "the restrictions in effect on this
computer" and how I succeeded in creating them.  I sometimes have to
ease-up on the restrictions I've imposed on IE, but this one doesn't
seem to have anything to do with browsing.
