I emailed Peter off-list from another address.  I keep 
forgetting he's not on APNIC, since he's in Canada!  So what I 
said below still holds true for APNIC, except not for Peter. 
:-)  Canada also has some really bad ISP's that condone abuse 
and scams, so that's why I had to block some of them.

I'd have to check all through mine and put the IP's in a whois 
lookup to find which are which.  If you're asking because YOU 
want to block them, then I can get that info for you.  I do 
know that with USA based and Canadian IP's, it was more 
specific IP's like 123.456.789. (which blocks 123.456.789.x), 
just the exact full IP, but in the case of APNIC IP's, they are 
the ENTIRE IP range like 61. , which would block 61.x.x.x .
