I just found the problem. I have a Mitsubishi 2060U monitor and when I run the Mitsubishi drivers, windows will not accept a color profile on that particular color management page. I changed the monitor drivers to default monitor and it lets me set a color profile so it's something in the Mitsubishi drivers. I have a bunch of different monitors and these are the only drivers that won't let me set a profile. So I just won't use them any more.
