I just found the problem.  I have a Mitsubishi 2060U monitor and when I run
the Mitsubishi drivers, windows will not accept a color profile on that
particular color management page.  I changed the monitor drivers to default
monitor and it lets me set a color profile so it's something in the
Mitsubishi drivers.  I have a bunch of different monitors and  these are the
only drivers that won't let me set a profile.  So I just won't use them any
more.

I'm not looking for the ATI color management settings.  I'm looking for the
Windows color management settings. 

 I don't use the ATI color management at all.  I create custom icm profiles
for my monitor with Colorvison software.  In normal windows, regardless of
which video adapter you have there is a color management tab when you go to
the advanced tab that lets you set a color profile for you monitor.  My
system won't let me do it.  I add a profile, click ok and everything
disappears.  It's like I didn't do it at all.  

I thought at first it was the ATI software stopping me from setting it but
it's not.  I have other computers with ATI radeon drivers installed and they
work fine. The color on my monitor is fine  since the Colorvision software
loads at boot and sets the monitor profile.  My problem is that some graphic
applications look in the registry to confirm that the color profile on the
monitor is the one you specified.  Since I can't set the profile in windows,
the graphics software thinks that there is a profile mismatch.

This is the registry area for where you go to the "color" tab 
and select a Profile from the drop-down menu.  In this key is a 
sub-key folder for each Profile.
