What is the power setting in the control panel. Make sure that it can't hibernate and that the hard drives will not shut down from the setting. As a matter of fact, set the power scheme to Always ON, Turn off monitor, Never, Turn off Hard drives, Never and System Standby, Never. See if this lets your system recycle normally.
Otherwise,there was a bug that came around last summer that would keep shutting down the computer on a reboot. You might check to make sure that you have that patch as well.
