Well can you open the partition and look at it? If so, make sure you have hidden files shown as well as protected Windows system files shown since there could be some hidden files on it. That may illuminate its purpose.
Sometimes name brand PC makers do this for their "trackware". It could be put their by Dell, for this purpose. If you find any hidden files on it, scan it with SpyBot and AdAware. No, it's not needed if you reformat, but it MIGHT be needed for the PC to function as it is NOW. For example, if it's not any kind of "tracking" partition, it could be for some kind of proprietary system restore or driver/dll cache for Dell. Sometimes they also do this. So first you have to open it and see what's on it. Don't just look like I suggested, look at its properties for total size, disk space used and space available. If it shows TOTALLY EMPTY even after showing all hidden and protected OS files, and the numbers don't "jive" with one another within a few MB, there's still probably something on it that's still hidden. You don't say what OS this is, but for example if it's XP, some disk space is going to be taken for "Recycler" and "System volume information".
