It doesn't do that on my OE.  Even before I set it, mine never 
has done that.  First, you should always send email in plain 
text, unless of course the email warrants the use of Rich Text 
(HTML format).

Go to "Tools", "Options", "Send", then you'll see the buttons 
at the bottom for "Mail sending format" and you can set the 
character widths there.  On mine however, the wrap text area is 
grayed out for HTML settings.  You have to select "None" in the 
drop-down for "Encoding text using:" for the text wrap area to 
be active.

For plain text, you have to pick a low number, if you don't, 
after someone receives your email it will usually have uneven 
lines.  I had to set mine to 63 characters, this usually covers 
all bases.  I haven't noticed this for HTML mail, probably 
because it sort of works as a webpage does.  It might be that 
this is happening to you with HTML email if that drop-down area 
is set to "None", then you may need to change the number 
appearing there.  When it's set to "Quoted printable", it 
apparently doesn't apply.
