Ho boy, I can't remember this very well, but I'll try.  I 
assume you have some kind of "IE Tools" or "IE web accessories" 
installed since if I recall correctly IE6/98 doesn't have the 
right click and open in new window by default.  If you don't 
have these tools installed, I can send them to you and it may 
fix the problem (also adds other useful context menu tools).  I 
found it, so if you want it it's here.  This is the one I use 
most.

It also adds a open FRAME in new window which allows you break 
out of those annoying frames.

When I've had this problem in the past, I can't remember if it 
was XP or '98, but I THINK it was in the "Web" folder in the 
Windows folder.  See if you have an HTML file there called 
"frm2new".  You should have one.  Its code viewed in Notepad 
should be:
