OK, I found it.  I ran a repair patch from
http://download.microsoft.com/download/msninvestor/Patch/1.0/WIN98/EN-US/mcrepair.EXE
which reinstalled older versions of certain files compatible with Win98.

I still have no idea what I did to cause the original mess-up.
