In XP Home
Click "Start"
In the panel that comes up, right hand colum, click "Control Panel"
In the box that comes up, click "Administrative Tools"
In the box that comes up, click "Services"

%SystemRoot%\system32\services.msc /s
So just find it in the System32 folder and make a shortcut from
it there.
QL is the Quick Launch toolbar.

Larry if you don't want to do that, just make a shortcut to it
and place the shortcut on your QL toolbar. You can find it
under "Administrative tools" in the Programs menu. Then drag a
shortcut from that.
