Is this an ST labs IRP-4P-1 ? The ip of the router should be 198.162.1.1.
Take a look here
http://www.portforward.com/english/routers/port_forwarding/STLabs/IRP-4P-1/e
Jamming_Station.htm

It could be that the router has been configured to some other settings.
Here are instruction for resetting it to factory defaults.

How to reset the setting of the Router to factory default values
 .

"Please follow these procedures :

a) Turn off the power of the IPR-4P Router.
b) And take one straight-through Cat.5 LAN cable.
c) Connect one end of the cable to WAN port, and the other end to any LAN
port of IPR-4P.
d) Turn on the power to the IPR-4P router and wait around 30 seconds.
e) All setting values will be cleared and back to factory default value.
f) Remove the straight-through cable.
