Memory, usually yes. Running a program that identifies all the hardware and its configurations (Sandra for one) will tell whether there is an open slot for memory. Video, usually not. Video cards are usually built into the motherboard in laptops so thats not a give. Again the hardware config will tell what the video is and there may be driver upgrades for it that will improve the vid.
