First see of the name is available by going to a site such as  register.com  
Then chose your host. It's easier to buy your name from  the site that will 
host, because it may take some time to transfer the name.  I use Homestead for 
our homeowners association site.  _pinetreecommunity_ 
(http://www.pinetreehomeowners.org/)   They allow  you to download their 
software to build your site 
offline.
It's really very simple to use.
