The maximum theoretical limit of USB 2.0 is 480mb/sec; which is 
60MB/sec, which would (again, theoretically) translate to 11.66 
seconds for said 700mb file.  In actual use, it's going to be a 
few times longer than that, but still should be faster than 6-8 
minutes.

Does your friend's PC have the EXACT SAME external device, as 
in did he try YOURS?  If not, could be something wrong with 
your external HD.

Have you checked your BIOS to be sure USB 2.0 is enabled?  It's 
not always by default.  On many mobo's you have to [enable] USB 
2.0 or "Hi-speed USB".  Otherwise they will operate at USB 1.1 
which is only 12mb/sec.  Some mobo's have a "Legacy USB" entry 
and you try and toggle it.  Enabling that can sometimes cause 
problems, but note that if it's disabled some old USB devices 
may not work.

Are you sure you have XP SP1 installed?

"THE SERVICE DATABASE IS LOCKED" sounds like it means a needed 
XP Service is either disabled or taking to long to start.  You 
should find more info that here:

Note that many of the CD's that come with these controller 
cards are screwed up.  Even in the rare event they Autoplay, 
they'll tell you no drivers are found on the CD, or other odd 
things.  Many times you have to manually browse the CD for your 
correct specific folder for the controller card's chipset (the 
CD's have many on them), and your OS, then install the driver 
files manually via the Device Manager's "yellow mark" for the 
PCI device.

...now i'm not exactly a rookie with using a computer but this 
alert is completely new to me...does anyone know what this 
means,what could cause it,and exactly what i have to do to 
resolve the problem...like how does a person UNLOCK the service 
database...i assume if this could be done that the usb2.0 
speeds would be restored and i wouldnt have need for the usb2.0 
pci card...i may also ask if a format and reinstall of windows 
would solve the problem...any help would be most 
welcome...thanks a bunch...Gary.
