Open in HTML format or read in HTML format? Both areas are under the Options. Then go to the "Read" tab and you'll see what to check or uncheck, and go to the "Send" tab and you'll also see there what to check or uncheck.
There's a shortcut Hotkey combo where you can switch back and forth between READING rich (HTML) and plain text, but I don't remember what that is.
