Disregard what I said below. This patch has TWO parts to it
and the 2nd part is "Unhandled Exception Vulnerability" and
that part of the patch IS needed for most setups. So, the
whole thing has to be installed.

I'm not sure why this one says "From remote", yet on the M$
details page it says "log on locally" and "could not be
exploited remotely":

"Mitigating Factors for User Profile Elevation of Privilege
Vulnerability - CVE-2006-3443:
An attacker must have valid logon credentials and be
able to log on locally to exploit this vulnerability. The
vulnerability could not be exploited remotely or by
anonymous users.

On Windows XP Service Pack 1, Windows XP Service Pack2,
Windows Server 2003 and Windows Server 2003 Service Pack1
SafeDllSearchMode is set to 1 by default and is not affected.
If this default configuration is modified by an Administrator
or is disabled those systems could be susceptible to the
vulnerability."
--------------

At any rate, it does not appear to be needed on default setups.

DESCRIPTION:
Two vulnerabilities have been reported in Microsoft Windows,
which
can be exploited by malicious, local users to gain escalated
privileges and by malicious people to compromise a vulnerable
system.

1) An error in Winlogon when searching for DLL files when
applications are started can be exploited by a malicious, local
user
to gain escalated privileges by placing a malicious DLL file in
the
user directory.

NOTE: Only Windows 2000 is affected by default as other OS
versions
have "SafeDllSearchMode" set to "1" by default.

2) An error in the exception handling management when multiple
applications are resident in memory can be exploited to execute
arbitrary code by tricking a user into visiting a malicious
website.
