AFAIK, GPLv2 and GPLv3 are compatible for putting components together, as you can also combine BSD and LGPL and GPL code together in the same program.

What you can't do, is take a GPLv=2 component and enforce GPLv3 rules on it, which is something that amounts to switching that component to a GPLv3 license; you can only do that to a GPLv>=2 or GPLv=3 or GPLv>=3 component.
