Yeah, the Gem in Pd-extended/Windows is still a binary, it's not built from source every night... It would be nice if it was, that means porting the Gem build to MinGW. I think porting the ./ configure stuff to MinGW shouldn't be hard. A bunch of extra libs will probably have to be compiled under MinGW as well.
