Windows is missing a central repository for shared libraries.

Let me take my own package purest_json as an example:
- - I can tell Linux users to install liboauth, libcurl, and json-c,
because it is available in central repositories for all distributions.
- - I compile these dependencies (and their dependencies) in the
resulting dlls, because there is no user-friendly way to tell users to
download the dlls.
- - I do not know how to do it in Mac OS X, but as far as I can tell
from pull requests that I have merged, it is more like on Windows than
on Linux.
